Greater Shepparton City Council is inviting community feedback on the Draft Toolamba and Old Toolamba Structure Plan 2025, with the draft plan open for public consultation for six weeks.
In Summary
The draft plan, open for consultation from Friday 13 June to Friday 25 July 2025, provides a strategic framework to appropriately manage any growth and development of the towns. Toolamba has been identified for potential growth for nearly two decades, with Council adopting a Toolamba Growth Plan and Precinct Structure Plan in 2020.
To implement these plans, a Planning Scheme Amendment was considered by a Planning Panel, with the Minister for Planning concluding that further strategic justification was needed. As a result, Council sought assistance from the Department of Transport and Planning (DTP) to undertake the development of the Structure Plan, with Council successful in securing support and funding through DTP’s Regional Planning Hub program.
The draft plan is now available to view and provide feedback via Council’s Shaping Greater Shepp website. Community members are also invited to attend a drop-in session to chat with Council’s Strategic Planning team:
Mayor, Councillor Shane Sali, encouraged residents to read the draft Structure Plan and provide their feedback.
“Feedback, especially from Toolamba residents, is so important in developing a Structure Plan for the town. The document guides any future growth in and around Toolamba, identifying any issues, constraints and opportunities for the area,” he said.
“I encourage everyone to have a read of the document and provide their feedback. While Toolamba has been identified for growth for many years, a Structure Plan ensures the town can accommodate this future growth and have the necessary infrastructure and facilities in place to manage this.”
